AESO Line Loss Rule – Module C

The on-going AESO line loss hearing is slowly moving towards a resolution with the Commission recently deciding on preliminary compensation issues in the third scheduled module of the line loss hearing. While the recent decision does not yet establish compensation levels for the rule, which the AUC declared unlawful, it does decide some details on how the compensation will be distributed and to whom.

AESO Line Loss Rule

Recall from previous Industry Updates that the AUC, on complaint from Milner Power and ATCO Power, determined that the 2005 line loss rule is discriminatory and that Milner Power may be entitled to some relief and remedy (Decision 2014-110). With this Decision, the Commission moved on to phase 2 of the proceeding, which it has split into three main issues or modules.

AESO Line Loss Rule R&V Decision

On April 16, 2014, the AUC released Decision 2014-110 confirming its original decision (2012-104) that the AESO’s 2005 line loss rule does not comply with the Transmission Regulation,  is discriminatory, and contravenes the  Electric Utilities Act.
